I'd have to advise against Snap Preview on principles (I have yet to see a site not made tackier and more annoying by its inclusion) but other than this I think it's a very nice starting list (some things, like forcing authentication or post ratings may be too style-dependant and not be adequate for every site, though). I'd also pitch a vote for threaded comments, which coupled with subscriptions really enhance the interactivity of a blog, if that's one of the things you're looking for. Google Sitemap should be mandatory for everyone seriously thinking about blogging and plugin update manager should be in the stock installation of WP, in my eyes. Nice list.
